User permissions to customize form and / or create custom doctype

Hi all, what user permissions / roles do we need to enable someone to use ‘customize form’ and edit doctype (for developer mode)? Or is this restricted to the admin user only?

In the Role Permission Manager, there’s a “Customize Form” doctype listed. That should allow you to set permissions like for anything else.
