Setting up Role Permissions

Hi there I am trying to set the Role Permission for a custom Doctype.
And i set the permission for HR Manager Role.
Under Role Permission Manager I checked the box Apply User Permission
But when I log in to see the Document i have Created from Custom Doctype it is not visible though i have set the Permissions.

Yes I have set it to If Employee is permitted.
And Under employee i have set the HR Manager as well

Also how can i allow HR Manager to set roles for the employee?
