A bug in PIP generated the problem and the fix was simple:

$ sudo apt-get purge python-pip

$ wget https://raw.github.com/pypa/pip/master/contrib/get-pip.py

$ sudo python get-pip.py

Problem solved

$ dpkg -l | grep pip
ii libpipeline1:amd64 1.3.0-1 amd64 pipeline manipulation library
