Pricing, what does per site per month means?

Hi, my goal is to understand the ERPNext Pricing scheme.

I am not well versed with this pricing scheme, does this mean I can have 3 - 5 users, and I will only be billed per domain?

Site equates to domain.

Enterprise bills per user per month.
