Link to a file without logging in - how to obtain key?

I need to send a link to a PDF file stored in ERPNext to a webservice API. It seems I cannot do that unless the user is logged in. How can I do this otherwise?

I noticed if I send an email along with the link to an attachment through ERPNext that one is able to see the file. So how can I generate this key to send it to the webservice just like the email links to “View this in your browser”?
