Can we install frappe on ubantu server 16.04 Lts and start developing in it.

You can install Frappe and ERPNext on an Ubuntu Server but it is not advised to do so for development purposes. It’s best to setup ERPNext on your local instance for development.
What exactly is your use case? When you say start ‘developing in it’ what do you mean?
