How to set permission for Instructor in Education Domain for show link Student Attendance in shortcuts?

Hello!
I gave all permissions for Instructors for Student Attendance, but Instructor hasn’t link in Shortcuts in Education domain. But can use it if type in url.
What should I do for do it visible?

Now I delete Workspace for this user and it works. but I need only one settings for all instructors. How to do it?
