Check/set permissions for the mysql user/server, something like this…

mysql -uroot -pYOUR_PASSWORD -Bse “GRANT ALL PRIVILEGES ON . TO ‘root’@‘127.%.%.%’ IDENTIFIED BY ‘YOUR_PASSWORD’ WITH GRANT OPTION;”
mysql -uroot -pYOUR_PASSWORD -Bse “GRANT ALL PRIVILEGES ON . TO ‘root’@‘localhost’ IDENTIFIED BY ‘YOUR_PASSWORD’ WITH GRANT OPTION;”

These commands set mysql permissions for user root on the server itself. You could conceivably change the user to a different one depending on your setup. You should also check that you /etc/hosts file contains 127.0.0.1 localhost (it should be near the top
