does v14 become stable and i have to upgrade form v13 Or is it better to wait!

V14 is stable for the production use. You can upgrade from v13 to v14.
Please go through the Version 14 Release Notes and make note of changes done in the v14.
It is always recommended to create separate test environment and do the upgrade in the test environment first. After upgrade test all the essential transactions. If everything is satisfactory, do the upgrade on production environment.
