Disable and Enable Tabs in a Form

For example, I have Three Tabs(Tab-break) in the document and I want to keep Tab (Part 2 and Part 3) disabled until the user fill-up Tab(Part 1) completely. I have tried with the following codes but failed.

Please use depend on.

When field Test1 and Test2 fill up then after show part 2.

Example for check item doctype.
When the item is a stock item then the inventory tab show but the item is not a stock item then the tab does not appears.

Thank you for your reply. This is a possible solution. This solution hides part 2 and part 3. But what I want is that part 2 and part 3 will remain visible but will not be clickable, and user will understand after part 1 there are several other parts as well.
