Shipping Rule enhancements

Hello,

Problem
The following enhancements in shipping rules -
The Shipping rule applies to the base of the customer group and territory.
The shipping rule calculates on ‘amount’ or ‘percentage’.

Solution
Add a child table where we can configure rules based on -

  1. customer group
  2. territory

Does this feature make sense to the rest of the community? We plan to submit this as a PR. If you have any suggestion please feel free to comment.

shipping rules should allow user to setup
