While Customer login as website user for access Issue webform, system automatically create new customer

Hello All,
While Customer login as website user for access Issue webform, system automatically create new customer.

I have already tag user to particular project. I don’t want to create customer.

Please guide.

I’ve also experienced this before, I was able to resolve it by making sure the user email address is the same as the primary email address of the contact.
