Both System Manager and Administrator are unable to disable a user in V12. Changes are possible to their own accounts (permissions, etc) but not possible to a specific user…
Strangely all activity in Activity Log (creation of Sales Order, etc) by that User shows up as Administrator and not with their user name…Could this signify something more serious?

Check if user does not have a role as System Manager
