V11 Error: Could Not Find Row #1: Role: Subscriber Error When Trying to Create New User

Hello, I get this error when trying to create a new user on V11:

How do i fix it?

Am i the only one facing this issue?

Try clearing running the setup wizard after clearing cache. Had the same issue on v11.1.14 and was resolved after this.
