User with no password security

When I create a new system user by Administrator account, I realize that this user has no password.
When I check _Auth table, it doesn’t have any record belongs to this user.

I have some questions:

  1. Does it mean this user can not login by email and password?
  2. If I delete a existing record of an user’s password, dose it mean that user can not login by email and password?
