User List In WebPage

Hi ,
1. I have created a web form of doc type user and give them below following permisiion .
Published
Login Required
Allow Edit
Allow Multiple
Allow Delete

   2. Create  a user with role hr manager from desk
   3. now logout and   login with hr user and go to /user page.
  when creating a user I am assigning them role employee.

  2. now on /user link i see those user.
  3. But i logout and login from another user having same role hr manager.
   i see empty list.but if i create a new user this showing .
  4. do there is any way to show all users there?

Hello,

Only User with “System Manager’s” permission has access to all the Users. Can you provide an screenshot indicating form/field where all the Users are not listed?
