Usability issue with Selling Module

Hello

Please find the below scenario,

1- User creates New Sales Order.
2- User creates an Invoice from this Sales order and choose one of Previously saved (Terms and conditions) and click save.
3- Upon page save & refresh, Terms and conditions is saved correctly but the Rich Text box underneath with the actual 
Terms and conditions is not filled with the Text except after user click on Get Terms and conditions Button,

This behavior is not convenient for users.
