Could this be a feature where system users can shadow a user to check what a user can see in the system?

There is ‘Permitted Documents For User’ report, in which you can see which document is available for user.
To open report go to Setup → Permissions → Permitted Documents For User
Also, if you have system manager role, you can change any user’s password and login to check.
