Sales Invoice missing .custom-action buttons and not fetching item rate on item selection in "Sales Invoice Item"

I am using ERPNext version 13.29.2 and Frappe 13.29.0,

The Sales Invoice Form is missing .custom-action button section, that is “Fetch Timesheet”, “Get Items From” and three dots button

Moreover,
I have created an Item in the Services group, Item Price is automatically created for the Item.

when I am selecting that Item in the Sales Invoice form, the rate is not populating automatically!

if I create a POS invoice then it automatically creates the Sales Invoice.
