Purchase order pick selling price list after choosing customer name

I found PO behave very strange it pick a selling price list after choosing supplier name.
The supplier also defined to use a buying price list.
The new PO also configure to use a buying price list.
My version is 11.1.39
It only happen when the user permission added for specific price lists.
