Problem with connect remote aws mariadb

Hello there，aws mariadb did‘t provided a root account now，is there a way to replace root with other high privileges account？

Btw ,when I copy a mariadb from aws ec2 local to aws mariadb 。It’s shows Invalid default value for ‘creation’ , that checked this default value of creation is empty string and aws mariadb seems dont’t support empty string as a default value for datetime field. Am I missing some mariadb settings ?
