Not Present, not sure if it will be part of core product. but it maybe be achieved by writing custom script and workflow module.

I think, It would be similar to “Email Alert” functionality. In place of
Recipients, we need to specify “Allocated To”. (Message field will become
todo description)

Yes, some script would be required to generate ToDo in place of Email.
