when using the POS i picked an item that has no stock at hand and proceeded to pay->submit. After clicking the submit it doesnt do anything. not even a notification telling me that what i did is not allowed. Is this a normal behavior

Are you using offline or online PoS?
If you are using offline, you will not get any message, but the sales invoice will be posted as draft by the system
Im using online. By online i mean the local machine that the erpnext resides is still running
Check if in item master you have ticked I Stock Item. If yes then is item available for sales. Also check if you are allowing over billing of the item. Finally check if pos profile to which warehouse is it connected.
