I am just wondering why we are unable to delete packing list and is that packing list is only able to be done only when a Delivery Note is in Draft mode? We are unable to create packing list when a delivery note is submitted.

Yes ,when delivery Note is in draft mode then only you can make Packing slip.
If you want to delete packing slip ,you first ‘cancel’ that packing slip then ‘delete’
