Is it possible to create an app with Frappé and add the ability of accessing it offline?
Yes, after installation is completed, Frappe and its Apps run fine without an Internet connection.
(NOTE: I have not personally checked this since late 2021. But I haven’t heard about any change in policy since then.)

I’m sorry I wasn’t clear enough in my question.
I meant when I give my app a public ip. When I publish it, so anybody can use it
