Letterhead Background

Hi,
I am trying to change the background of a letterhead. However in version 11, I cant seem to find HTML editor or any other way to change the background color. Has there been a change in the HTML editor. If yes, then how do we change the background color?

temporary workaround can be

Customize Form > Select Doctype > Change the fieldtype from Text Editor to > HTML Editor
