There are some apparent issues with the current permissions system which I’m hoping someone can show us a way around
Let’s say on a form (Item master for example) we have fields at 3 permission levels (Levels 0, 1, 2). Now all accounts related fields have been set at level 2 so that only the users with ‘Accounts User’ role can edit these fields. Below are the issues encountered:
The Accounts Users cannot edit the fields unless they are also given edit (write) permission on level 0! This is not appropriate because that permission should be only for the Item Manager (or whichever role is assigned within the organization)
Even after the Accounts Users are given edit permission at level 0, they still cannot Save the form if there are mandatory fields at level 1! They must first be given ‘read (view)’ permissions on level 1
So in summary, the Accounts Users must be given rights to edit all level 0 fields and view all level 1 fields before they can edit level 2… this is a lot more permissions than they should have!

Makes sense. Just the read permission on Perm Level 0 should be suffice. Can you please share the screenshots of the issue, so that we can try to replicate? Also, in version 11, there has been no changes in the way Perm Level permissions worked.
Secondly, how about managing Item management more controlled activity. Let only one user or Role has all the permissions on the Item master. Rest of the user should approach that user for the updates in the Item master. Brings more control and simplify the permission application as well.

Please share more details/screenshots on the issue, so that we can review. Which version is it? @surajshetty your comment will also help.
As Umair has already mentioned that there has been no change in the way Perm Level permissions worked(in V11).
Can you please let us know what specific issue are you facing with the current permission that used to work for you before because looking at your description it seems that the permission system is working as expected.
