My experience I had issues too.
a) First time, I mis-typed the command.
b) Second time, I had to restart server before it worked.

I typed the command correct. Even tried second time but still the same error.
if you look at your error logs, it shows you have misconfigured your mysql server. it has nothing to do with Frappe/ERPNext bugs or errors. You should find help from internet because it generic issue related to mysql.
If nothing important is hosted inside your mysql server, then simply do clean uninstall and then try official installation steps from
