A pull request, occurs when someone ask for include a stretch of code in the project, created by the owner of the pull.
A real live example is this, 3 Silly small fixes for fields by MaxMorais · Pull Request #1217 · frappe/frappe · GitHub, I wanted add a new feature in ERPNext, so I coded it by myself and asked the guys to include this for everyone!
