In a Library Management System the Administrator role has been gone and only a user access is accessible

In a Library Management System the Administrator role has been gone and only a user access is accessible.
unable to access Administrator rights to access the doctype that i have created as per your given instructions in the Library Management System Application development.
If i am trying to change/add the roles in any doctype like, Library Member then i m getting “Not permitted” error.

Also i am not able to create a new doctype. if i go to File > New… > DocType but here the Doc Type option is not visible in the list.

Please do help me with getting access to Administrator role.
