Ignore Pricing Rule is read only in Quotation, and not applying even if set to 1 onload

for some reason Ignore Price Rule is not shown in Quotation on new docs:

Or it becomes readonly even if document is in Draft mode:

It is not ignoring even if set to 1 on new document load, see video:
