I don't want to allow sales user to add his own Commission Rate

in sales order Commission Rate section i found that sales user can modify Commission Rate
i don’t want to allow this option
how can i disable it ?

You can set Perm Level on the field so that only Sales Manager or someone higher can edit the field.
