I am entering the taxes manually for all the sales orders but the
description field is always blank how can I edit the description and
make it permanent for the taxes like excise duty etc., since the
description field is necessary to save the sales order.
Btw I have tried to edit it in the chart of accounts but nothing
happens.
The description field has to be filled up directly in your sales orders. Whatever you type here will appear on your print format. You do not need to go to Chart of Accounts to enter description. You can create other charges template and pull them in sales orders. Please let me know if you have any queries.

I need to create an other charge where I can mention all the taxes and
shipping costs with descriptions and then whenever I want I can attach
that charge.

The way to do it, is create a master for your Tax Structure where you
can club one or multiple taxes in one structure and make a template
To create a template:
Go to Setup → Accounts → Sales Other Charges
Create a new “Other Charges”
Build your template and save it with your description etc.
Next time when you make a Sales Order / Invoice, select your template
and your tax structure and it will come up with all your tax
descriptions etc.
