Thanks for your suggestion @Ron_Taylor, actually repository maintainers do update the change log from time to time, but it seems for last few releases no change log was created because of which no update pop-up was displayed.
In future, Frappé team shall try to put changelogs for all the significant changes to the ERPNext/Frappé.
