[Error] module_name_owner_standard must be unique

I’ve previously posted this issue but it looks like nobody is able to replicate. Given that I’ve already tried a fresh install (restored DB), its save to assume that it’s either an issue with my DB or an undiscovered bug.

When I try to add a section to the ‘Desktop’, I get the following error message: module_name_owner_standard must be unique. This happens with both admin and users with limited rights.
