BOM - Same Item in different operations, get merged into Work Order

In the following BOM, ITEM-1 is required in two operations: Mash and Ferment:

When creating a Work Order for this BOM, all ITEM-1 qty gets merged into the Mash operation

This is wrong…

Here is the relevant code that is doing a group by:

Any manufacturing domain savvy person could chime in to explain the use case of doing a group by here ?

I have described the same in this GitHub issue, unfortunately no feedback until now…
