Authorization Rule for Sales Order Does Not Seem to Work

Dear Experts,

I am trying to create an Authorization Rule for Sales Orders. Tried doing Itemwise discounts, Average Discounts and Grand Total but all don't seem to work. I have a workflow for Sales Orders and initially thought this might block Authorization Rules... Will this block?

I tried disabling the rule and retested but it didn't help the problem.

I have tried for Quotations and that seems to work.

Any chance you could shed some light?

- Transaction: Sales Order
- Based On: Average Discount
- Customer / Item Name: <blank>
- Applicable to (Role): Sales User
- Applicable to (User): <blank>
- Approving Role: Sales Manager
- Approving User: <blank>
- Above Value: 40.000

This following describes details of the authorization rule which I created (that worked):
- Transaction: Quotation
- Based On: Average Discount
- Customer / Item Name: <blank>
- Applicable to (Role): Sales User
- Applicable to (User): <blank>
- Approving Role: System Manager --> this was purely for testing purposes
