Hi,
Is Restaurant Module can be used in Offline mode, without the internet?

You can simple take a server and install it. Just make sure the end-points or terminal you want share same network.

You can also check they have the offline POS system in place (if you are following something in lines of billing at restaurant , POS at their outlets) ,for reference you can check this link:Offline POS in ERPNext 7, which is available in develop branch.
Features are:

Offline(Max 1000 invoices)

Change amount

Create customer from POS.
