Not fetching currency exchange rate when "ignore pricing rule" checked

Hi,

We thought that the currency exchange rate was no longer updating in our purchase order. It seems this was due to the “ignore Pricing Rule” being checked by default.

Why does this have anything to do with the currency rate?
