Multicurrency - Values Different in Invoice and Ledger

Hi,
In version 11, we had booked a purchase invoice in USD for say $651. When we see its ledger, the value that is show is different around $648. We are not able to understand where the difference is coming from. We need the exact dollar amount that we had paid. Can someone guide me what is going wrong?
