Assign to do not share automatically in version 10

Hi,

While assigning a document to any user, it also automatically share the same doc to the user in version 9.
but in version 10, i have to do the same thing twice, first need to assign the user and again i have to share because if i do not share, the assignee will not get the access to the doc.
